The Northern Mariana Islands closed the six-coin Territories extension and ended the eleven-year Washington Quarter program. Phebe Hemphill sculpted a composition that read as the indigenous Pacific in miniature: a latte stone, the mushroom-shaped megalith of cap and pillar that Chamorro and Carolinian builders quarried across the Marianas, anchors the left foreground, a Carolinian outrigger canoe under sail crosses the middle distance, a pair of fairy terns flies above the scene, and a stylized garland of flowers traces the upper border. The outline of the island chain runs through the center. The proof format separates the layered scene through textural contrast. The latte stone's cap and pillar register as separately frosted volumes against polished black sky, the canoe's hull and triangular sail carry the lighter frost that gives the vessel visual depth, and the fairy terns hold individual wing definition where their flight cuts across the mirrored upper field. The latte and canoe appeared on both the Guam and Northern Marianas reverses six months apart, linking the Chamorro-heritage coins that closed the program.
